ABOUT US

The National Center for Chemicals, Cosmetics and Consumer Protection (CNSC) holds an authoritative position as a national and international leader in research, evaluation, control, regulation, prevention, surveillance, training and information on chemicals and articles for the protection of health of the population by promoting innovation and competitiveness.

It evaluates hazards and risks associated with the use of chemical substances and products, also for the purpose of their placing on the market, participates in the process of identification and evaluation of Substances of Very High Concern (SVHC) proposing the best risk management options.

It addresses emerging issues related to cosmetics, medical surgical aids and biocides, inks for tattoos and permanent make-up, materials and products for personal use, sundries, textiles, clothing, leather, toys, baby products, building materials and for the automotive sector up to end of waste (cessation of the qualification of waste).

On behalf of the Ministry of Health, it acts as the interface of the European Chemicals Agency (ECHA), the European Commission and the European and International Cooperation Bodies - Organization for Economic Cooperation and Development (OECD), European Safety Authority food (EFSA), World Health Organization (WHO).

In line with the Agreements of the State - Regions Conference, it coordinates the Network of control laboratories on chemical products and supports the Regions, the Autonomous Province and the Ministry of Health in programming the National Control Plan. It also carries out activities as a REACH-CLP National Reference Laboratory.

The Centre is the national reference for the prevention and surveillance plans of hazardous exposures and intoxications from chemical products. It also provides support to stakeholders through the national CLP Helpdesk (classification, labeling and packaging of substances and mixtures) and databases.

It is the designated Body for the management of notifications of hazardous mixtures and detergents to the Dangerous Preparations Archive and to the European Portal at ECHA.

STRUCTURE

The Center is divided into Technical Units and Operational Units under management staff.

The Technical Units carry out institutional activities within the programmatic objectives entrusted to the Center and represent the functional units responsible for planning and implementing the activities under the responsibility of the Unit (art.17 of the ISS Rules and procedures, ROF).

The Operational Units perform coordination functions in the field of scientific research and third mission.
