About us
The Guarantee Committee (Comitato Unico di Garanzia, CUG) replaces and merges the Equal Opportunities Committee and the Committee for Contrasting Mobbing. The Committee is composed on an equal basis, with members selected from the Administration's staff and members appointed by trade unions (ANIEF, CGIL, CISL, GILDA, UIL).
The CUG of the Istituto Superiore di Sanità, appointed by Decree of the Director General No. 14/2024, is composed as follows:

CUG Responsabilities
The Guarantee Committee for Equal Opportunities, the Enhancement of Workplace Well-being, and the Fight Against Discrimination” (CUG) replaces and consolidates the functions of the Equal Opportunities Committees and the Committees for Contrasting Mobbing (Law No. 183 of November 4, 2010).
The Guidelines of March 4, 2011, adopted by the Ministers for Public Administration and Equal Opportunities, define the functions of the CUG, assigning it propositional, consultative, and monitoring tasks.
According to Directive No. 2 of June 26, 2019, issued by the Presidency of the Council of Ministers (Department of Public Administration and Department for Equal Opportunities), the CUG aims to:
- Ensure equality and equal opportunities in public employment, preventing and contrasting all forms of physical and psychological violence, harassment, and both direct and indirect discrimination.
- Optimize public sector productivity by improving individual work performance.
- Enhance the organizational performance of the administration, making the organization more efficient and effective through measures that promote workplace well-being, equal opportunities, and the fight against discrimination.
Regulations
Law No. 183 of November 4, 2010: Government mandates on strenuous jobs, reorganization of institutions, leave and absences, social safety nets, employment services, job incentives, apprenticeships, female employment, as well as measures against undeclared work and provisions on public sector employment and labour disputes.
Guarantee Committees Directive of March 4, 2011: Guidelines on the functioning of Guarantee Committees for equal opportunities, the enhancement of workplace well-being, and the fight against discrimination (Article 21, Law No. 183 of November 4, 2010).
Directive No. 2 of June 26, 2019: Measures to promote equal opportunities and strengthen the role of Guarantee Committees in public administrations.
CUG Activities and Reports
Among the actions that public administration must put into place to achieve the objectives set by Directive No. 2 of June 26, 2019, proper planning and programming are required. The Directive states that the CUG, as part of its propositional function, must develop a Positive Action Plan (PAP) aimed at removing barriers that prevent the full realization of equal opportunities in the workplace.
CUGs must then submit an Annual Report to the Administrative leadership/Governing body of their organization, assessing the personnel situation of the previous year. This report must include a dedicated section on the implementation of the PAP. The planning of positive actions is incorporated into Section 5 of the Integrated Activity and Organization Plan (PIAO).
