The Health Impact Assessment (HIA)

About us

At the Department of Environment and Health of the Istituto Superiore di Sanità (ISS), the Working Group (WG) for Health Impact Assessment (HIA) is organized by decree of the Director of the Department of Environment and Health (DAMSA) Prot.557/DAMSA dated 5/11/2019.

The 2019 CCM project titled “Health Impact Assessment: training of health personnel belonging to regional control bodies and in-depth study of ISS Guidelines” is funded by the Ministry of Health in order to deepen the technical-scientific issues of the Guidelines written by ISS regarding the HIA procedure.

Researchers with expertise in environmental issues, pollutant exposure, epidemiology, toxicology and ecotoxicology participate in the HIA Working Group. The WG is dedicated to the evaluation of HIA dossiers that Proponents of works/projects must prepare as part of the Environmental Impact Assessment (EIA) procedure (paragraph 2, art 23 Legislative Decree 152/2006). To this end, the WG has drafted the VIS Guidelines (O.J. No. 126, May 31, 2019) for Proponents to follow when preparing their VIS studies.

The ISS HIA WG evaluates the dossiers by expressing its own opinion on the feasibility of the project and its compatibility in terms of health impacts on the populations residing in the territories targeted by the project intervention. The information in the Activities section can help the Proponents to carry out their activities of elaborating a HIA study by applying the methodologies and approaches, widely shared by the scientific community, using the most suitable and updated data. At the same time, the same information can support the Assessors in fully analyzing the study to highlight its potential shortcomings or limitations, thus enabling them to intervene with appropriate requests for additions to the study carried out. Finally, important for communication aspects, this information helps interested citizens to know the activities taking place in their territories by consulting the specific documentation.
