Questo rapporto descrive le attività connesse al recepimento della Direttiva 2000/60/EU e delle Direttive figlie che l’Italia sta portando avanti a livello nazionale ed europeo. I temi trattati riguardano diversi aspetti. La prima parte del rapporto comprende gli aspetti generali gestionali e tecnici della Direttiva Quadro e in particolare lo stato dell’arte sull’attuazione della Direttiva nel nostro Paese: sono stati considerati i problemi che devono essere risolti per raggiungere gli obiettivi, il controllo gestionale dei bacini idrografici e dei distretti in corso di formazione, le sostanze prioritarie e i criteri di qualità, le attività di intercalibrazione dei differenti metodi nazionali per la valutazione biologica dell’acqua. La seconda parte concerne l’ambiente e la salute, l’uso degli indicatori biologici e i patogeni emergenti nelle acque; la terza tratta le acque sotterranee e la nuova Direttiva recentemente pubblicata; la quarta presenta la proposta di Direttiva sulla strategia marina comunitaria; infine l’ultima parte tratta il ruolo dell’informazione ambientale e della partecipazione pubblica.

The water framework Directive 2000/60/EU: state of the art of the European legislation.

This report describes the European activities that Italy is carrying out in order to implement the European Water Frame Directive 2000/60/EC and the other recently promulgated directives, deriving from it. The report deals with several aspects of the Directive. The first part contains the management and technical general aspects of the Directive, together with the state of the art of its implementation in our Country: the remaining gaps to reach the targets, the management of the basins and of the districts under construction, the priority substances and the quality criteria, the intercalibration activities of the different national biological water assessment methods are all considered. The second part concerns environmental and health subjects, and the use of biological indicators and water emergent pathogens; the third one considers ground waters and the related newly promulgated directive; the fourth one presents the proposal of a directive for communitarian sea strategy; finally, the last part is about the role of environmental information and of the public partecipation.
